Abstract Recreation is a basic human need. Introductory points in the paper deal with the scope of recreation programs and the contribution of such programs to the education and well being of the mentally retarded. Although the total concept of recreation is considered, particular attention is given to the role of physical recreation activities. Problems associated with meeting the recreation needs of the mentally retarded are studied. Based on principles of recreation, research, and reports of recreation programs in action, factors are discussed concerning the organization and administration necessary in order to establish suitable recreation opportunities for the. mentally retarded. A challenge is issued: The community has a responsibility to meet the recreation needs of the mentally retarded. The mentally retarded have a right to use community recreation facilities. Are we prepared to heed the needs of the mentally retarded?
