Abstract Different observers assign differing degrees of importance to sporadic-E irregularities in producing amplitude variations (scintillations) in radio star and satellite transmissions. The most reliable index of the effectiveness of sporadic-E in this respect has been found to be the difference between critical and blanketing frequencies. It is shown how an apparent contradiction between the results of different observers may be resolved.
