The construction of a large Japanese-owned tourist resort within the Livingstone Shire north of Yeppoon in Central Queensland, was a project which was contested by conservationists, the opponents of foreign land ownership and diverse groups concerned with procedural matters and the maintenance of an easy, unhurried, life style. Controversy surrounded the project for two decades from 1971 until the 1990s.
