...Although some of the possible causes of the rise of regulation have been addressed by law and public administration scholars, I am unaware of any general theory that can explain such rise and is consistent with both empirical evidence and history. Andrei Shleifer’s book closes this gap. This book is a collection of nine previously published papers by Shleifer and various coauthors in addition to a new essay which sets out a theoretical rationale for the choice of regulation over litigation via the courts as a strategy for social control of business...
