Os ressentimentos políticos acumulados durante o período de prolongadas guerras civis podem constituir um obstáculo significativo para a descentralização democrática no período pós-conflito em vários países africanos. No entanto, ess es tipos de problemas não têm sido analisados de maneira compreensiva na literatura das ciências políticas. Em Moçambique, as tentativas persistentes empreendidas pelo pri ncipal partido de oposição Moçambicano, a Resistência Nacional Moçambicana (Renam o), de inserir na topografia histórica do país a sua própria v ersão da guerra civil pós-independência (1976-1992), oferecem um contexto interessante para vislumbrar alternativas analíticas em relação aos efeitos prolongados das guerras civis na constituição de novas instituições e práticas democráticas. A análise demonstra como as reivindicações políticas acerca de memórias de violência podem paradoxalmente obstruir e reforçar o pluralismo político e a descentralização democrática em Moçambique.

Political grievances accumulated in the course of protracted civil wars constitutive major challenges for democratic decentralization in various postconflict countries in Africa. However these types of problems have not been thoroughly accounted for in the political sciences literature. In Mozambique, the persistent attempts by the Mozambican main opposition party, Renamo, to officially inscribe in the country’s landscape their own version of the post-independence civil war (1976-1992) offers an interesting context ‘to espy alternatives’ in relation to the effects of civil wars in the constitution of new democratic practices and institutions. The overall analyses demonstrate how grievances over memories of violence can paradoxically hamper and reinforce political pluralism and democratic decentralization in Mozambique.
