The objective of this practice note is to aid transport professionals in selecting and using correct decision making framework when faced with a number of transport alternatives. While there is some doubt as to whether current models are sufficient for evaluating the broader demands of the community, this practice note will attempt to address such issues and consequently assist the evaluator in identifying the most worthwhile project for investment. The accompanying annotated bibliography acts as a supplementary reference material and should be utilised where the practice note only supplies limited information.

The targeted audience for the practice note are graduate engineers with between 3 to 4 years experience. However, it is hoped that the practice note may also provide some useful information to those transport professionals who have more experience.
