Formatted abstract

With poor private investment in affordable housing, declining affordable stock, and rising numbers in need, the case for imposing an affordable housing levy on property developers is being contested in NSW. This report aims to put this policy option in the context of broader government policy, and against the background of structural changes in Australian society. The report finds that a developer contributions policy would be inefficient and short-sighted. Instead, the political will to tackle the underlying problems is needed.
