Abstract/Summary Environmental degradation has become such a formidable challenge to the development of Vietnam that it is now high on the agenda of both the government and civil society in Vietnam. Environment is among a few critical functional areas of governance that civil society has been most active and clearly made its presence felt. Drawing on a Gramscian perspective of civil society and civil society action, the paper utilises a governance-based account of civil society to examine the way civil society can penetrate into and claim the governance space over the environment, and how it is ‘tolerated’ and ‘endorsed’ by the party-state through such a process. By investigating two case studies of Vedan environmental scandal and the making of environmental tax law, it seeks to explore the potentials and the limits of civil society processes in negotiating and transforming rules and practices of environmental policy-making and implementation. The paper argues that civil society processes have potentials of becoming a new source of ameliorating governance problems but they are limited by the corporatist mode of governance complicated by the unclear definition of relationships between the Party leadership and state institutions over making and implementing environmental policies.
