Laboratory testing of samples of waste rock fill at Bougainville, Papua New Guinea, has enabled the quality of the rock fill to he defined in terms of its particle size distribution. The strength of poor quality rock fill has been determined by triaxial testing and by back-analysis of observed waste dump slips, and slope stability charts have been prepared for waste dump design. The results obtained from the strength testing have been compared with the results of previous strength testing on Panguna andesite, and with the results of strength testing of rock fill materials for use in dam construction. The strength parameters obtained for poor quality Panguna andesite rock fill were substantially lower than the previously reported results.
