In July 2005 The Ukranian Productivity and Efficiency Group at the EERC (Kyiv School of Economics) in Kyiv hosted a conference on the “Myths and Reality of Productivity Miracles and Failures in Transitional Economies,” bringing together researchers from the West, the East, and the Far East.

The idea for this issue was prompted by presentations and discussions at the Kyiv conference. Rather than focusing exclusively on former members of the Soviet Bloc, we decided to solicit papers dealing with productivity, efficiency, and related issues in all countries that might be moving from command economies to market economies. The result is what we hope are an interesting, if eclectic, set of papers...
