The growth of the global trade in health services poses a range of challenges and opportunities for national governments, and for international institutions. Foremost is the ability to forge the cooperation needed to handle issues arising at the intersection of trade and health. The articles in this special issue address the issues related to the emergence of one aspect of this trade, what the General Agreement on Trade in Services (GATS) (1995) defines as Mode 2 trade in health services ‘consumption abroad’, that is the movement of patients across borders to access services within other nations’ health systems (see Smith et al., 2006). In this introduction, we give a brief description of the potential benefits and problems associated with the trade, and outline why it is of concern to global social policy.
