Singapore has a vision of being a developed country by 2020-2030. This vision is envisaged in its Strategic Economic Plan of December 1991, which followed on the work of an earlier plan, dubbed the New Directions Report of February 1986. Together, these two plans guide modern Singapore in almost all of its economic policies and strategies.
Major public and private organisations always occupy a vital place in the economy of a nation. They form not only an important source of employment for the people, but through their close interaction with the government, impart the influence and meaning of economic policies on them. They can be thought of as channels of government's aims and desires, although how effective these channels are vary considerably.
The vision of Singapore and the strategies of these major organisations (or key infrastructure providers as they are called in this report), is what this report seeks to study. A study of the country's vision, the infrastructure providers' strategies and operations, and the relationship between the two, in particular, of how the vision affects those strategies" In the final analysis, a short discussion is given on whether Singapore is going to achieve its vision as planned. 1
