The railway systems in Australia are separately owned and operated by the various State and Federal Governments. Each Government has a different policy and outlook in regard to its railway system. Railway operations extend across State boundaries• and thus form the basis of a national transport network. The Railways of Australia Committee has been set up to provide the liaison between the systems for the operation of both interstate passenger and freight services. This approach is not efficient, particularly from a marketing of freight transport services point of view.

This Thesis examines the intercapital general freight market as a particular subset of the interstate freight task and identifies Railways• share of this market. The competitive rail and road 'transport modes are appraised and current uncoordinated railway freight marketing practices are found to be unsuitable for current and future interstate freight business.

A new approach to marketing Railway interstate freight transport is developed, which has a national railway marketing and administration organisation as the key to future marketing strategy.
