Having been employed as a Planning Officer of a public enterprise in a developing country - (Tanzania Breweries Limited) for nearly five years, and having observed the various problems encountered by the enterprise, I was inspired to research on the literature available on the subject.
This paper is essentially a literature review on the impact of management on the performance of public enterprises in developing countries. Most of the research on various aspects of public enterprises in developing countries has been done by the United Nations and other international organizations. In this paper, I have selected those aspects related to management and the way it affects performance that clearly reflected on my own experiences with Tanzania Breweries Limited and the general functioning of public enterprises in Tanzania.
Anybody with some interest in the operations of any public enterprise in a developing country should be able to relate some of the findings gathered in this paper to that particular situation. It is also my hope that the information would be of use to public enterprise managers as well as to experts concerned with improving performance of public enterprise in developing countries.
