The goal of this paper is to estimate the contribution of Queensland State Government investment in infrastructure to Queensland private sector productivity. This objective was made possible by the construction of data series' spanning the period 1980-81 to 1995-96 which measure the public and private sector capital stock in Queensland. A Cobb-Douglas production function specification is applied to test the relationship between public capital stocks, other factors of production and the productivity of the private sector. The results show that investment in infrastructure by the State Government has a statistically significant beneficial impact on the productivity of the private sector in Queensland. The empirical evidence presented in this paper suggests, depending upon the functional specification of the regression equation, that a 1% increase in the public capital stock increases productivity in the private sector by between 0.89% and 1.63%. The study provides an analysis of the impact of public capital stock when the stock is disaggregated into a number of individual components. The economic significance and policy implications of the findings are also presented.
