Formatted abstract In this thesis attempt is made to critically evaluate the organisation of State public sector borrowing in Australia. Historic Commonwealth and State government financial relations are presented within this framework and theoretical concepts are applied in analysing the impact of arrangements which structure State borrowing. Tables and graphs are compiled in defining the limitations on Commonwealth control over State public debt, and conclusions are reached which pertain to coordination aspects of overall Australian public sector borrowing.
