Formatted abstract       Since the cessation of the Two Airlines Policy in 1990 domestic airline traffic volumes have consistently grown and entrants (potential and actual) have floundered. This thesis attempts to assess quantitatively the exact• competitive effects of this fundamental change in regulatory stance.

      Following a detailed development of appropriate regulatory policies for multiproduct firms, industry conduct is assessed on the basis of conjectural variation (or conduct parameter) estimates for a host of routes in this multiproduct context. These estimates lend support to the hypothesis of industry-wide near Cournot (imperfect and rivalous) competition and refute the alternative hypotheses of Betrand and cartel conduct. It is thus concluded barriers to competition exist and current policy stance leads to sub-optimal industry performance and social welfare outcomes. The pace of future regulatory reforms to the industry must thus be sufficiently dynamic if welfare improvements are to be realised and detrimental outcomes avoided.
