Formatted abstract Aligning business and information strategies is a major and continuing challenge for information systems managers. Organisational practices that contribute to and enhance alignment have been identified in several studies, but the resulting models have yet to be fully validated.

This study was designed to test a Strategic-Alignment Model developed by Broadbent and Weill. A case study approach explored business and information strategy alignment in two large Queensland Government agencies. Multiple sources of information were used to examine organisational practices and to assess business and information alignment. Sources included written and interview-based information, strategic planning documentation, and annual reports.

The results provided support for nine of the fifteen hypotheses proposed by the Broadbent and Weill model. The remaining six hypotheses were neither supported nor falsified due to similar organisational practices being evidenced in the two agencies. As predicted, business strategy formulation processes rather than information planning methodologies were central to strategy alignment.

Although it may be argued that the findings are limited to public-sector agencies in Queensland, the study provides support for elements of the Broadbent and Weill model and therefore encourages further research based on their Strategic-Alignment Model.
