Formatted abstract The slowing of the world economy has resulted in increased protectionist pressures, answered by the resort to bilateral Voluntary Export Restraints and other Non Tariff barriers to trade.

Despite the detrimental welfare effects of the VER's, they persist and are flourishing, flaunting the international laws. Unless this tide is stopped, there will be no respite for the global economy.
