Abstract This paper considers the prospects and challenges associated with the new regime for natural resource management in South Australia created by the 2004 Natural Resources Management Act (SA). By describing the key features of this new regime against the critical literature dealing with associational governance and civic approaches to environmental management, the paper identifies some of the principal challenges faced by those charged with making the new statute effective. The paper suggests that to be successful, five key issues will likely determine the success of the new regime: (i) the development of the capability of the new regional structure; (ii)the development of new operational approaches for achieving integrated NRM; (iii)responding to the changing demography of the interior of the state; (iv) the extent to which Aboriginal landowners are able achieve their goals for resource management; and (v) the extent of citizen control and independence of the new regional structure.
