Formatted abstract The methodologies of English, American and Australian regional historians were examined to find variables which may explain the evolution of a cluster of towns located in a rural district of Queensland. The adequacy of a single variable was questioned. The complexity of urban settlement formation and growth seemed best comprehended by a combination of the key factors of transportation, economy, political decision-making and human agency in a state of interaction - a mode of explanation known as a systems approach. To this end, an analysis of the development of towns in the Maroochy District during the period 1860 to 1930 using these key factors was undertaken to determine the feasibility of using this approach in the study of clusters of country towns.
