Abstract/Summary High-quality scientific research, technological development and commercial innovations are the key to competitiveness and future prosperity of advanced knowledge-based economies. It is no surprise that many federal and local governments now expect their universities and research institutes to engage in “third mission” activities (alongside teaching and research) specifically devoted to transfer, utilisation and commercialisation (TUC) of their knowledge and skills base. Contrary to teaching and research, the rate of success and gains resulting from “third mission” activities are often difficult to identify and measure, let alone to reliably assess the performance of institutes. Significant positive effects and economic benefits may take many years to emerge. Comparative statistical data is often scarce.
